Foreign Office, December 2, 1911. WITH reference to your letter of the 30th ultimo, I am directed by Secretary Sir E. Grey to state, for the information of Mr. Secretary McKenna, that the memorandum in regard to the importation, sale, &c., of opium and opium products in England, which accompanied the letter from your department of the 24th September, 1909, was sent in original to the Russian Ambassador, who had requested inforination on this subject, and that no copy was kept. I am accordingly to request that a further copy of the memorandum may, if possible, be sent to this department.
I am to point out that the enquiry contained in my letter of the 28th ultimo related to morphia and cocaine, and not to opium. Sir E. Grey presumes that the meniorandum above referred to gives the desired information as regards morphia, as being an "opium product." It is possible that cocaine is also therein dealt with, but, if not, Sir E. Grey would be glad of a reply to the penultimate paragraph of my previous letter in regard to this drug also.
